At least 120 teachers are assigned to the 11 trailers that serve as the rubber rooms in Manhattan.

There are 80,000 teachers in the NYC school system.

Total percentage of teachers waiting for investigation? 120/80,0000 = 0.00015%

Seriously, you folks need something REAL to worrry about.

Can't find the numbers but I'll bet there is a higher percentage of NYC COPS on suspension or ADMIN leave awaiting investigation for misconduct.
