Soooooooooo, he went to Rosenstein to get an updated scope memo, mid 2017, after being named Special Counsel. This is how they went after Cohen, and other aspects of the Trump team. The problem was that Obama didn't want to make a big deal about what the Russians were up to before the election because he wanted to keep their support on the Iran deal.

Actually, Obama DID make a big deal of it, Joe. He reported that he told Uncle Pooty in no uncertain term to "stop it".
