It's not really "spin" to point out that 1) benchmark premiums are dropping in a number of rating areas, and 2) that means lower cost to the taxpayer since the premium subsidies are tied to the premium of those plans.

Handwaving about the website (of all things!) or whether some unnamed hypothetical doctor is in network for an unnamed benchmark plan is just window dressing to divert attention from those facts.
