- Deferrals: A deferral is a temporary delay in spending certain funds with the intent to spend them before their expiration. The mechanism was designed to provide for contingencies, savings (e.g., pending completion of internal reviews of planned investments to ensure efficient allocation of resources), or when specified by law . OMB oversees deferrals through the apportionment process, and although they can take effect without congressional approval, they can be overturned by Congress. Deferrals are administrative procedures designed to have no specific policy implications. For example, certain disaster funding may be deferred and spent as needed throughout a given fiscal year in response to emergencies like hurricanes.
