No it doesn't. If a store has no supply of baby formula and you bring in your WIC voucher, guess who isn't getting formula? The issue isn't the cost, the issue is the supply is less than the demand. WIC already gives out formula on their program, it is a supply issue, giving out more free formula does nothing to help supplies of formula reach the people.So basically it helps some Americans get baby formula and feed their children.
