the 1981 bill, put all the different funding, into ONE grant to the State. The States then decided how to spend the money, giving them more independence instead of having numerous grants they had to apply for, each got one large grant.

If a state closed some down, it was because the state and locality didn't want it.

The block grants were for community mental health centers not shelters. Only half were built

That would have been a state and locality issue, since the Feds still made the money avaialble, just gave the state and locality more freedom to decide what to do with it.

Not sure about your state we have 3 large regional state hospitals

I believe PA has only 1 in Norristown. IN every state acute psych units handle most cases shirt term in hospitals
 
Don't conflate the mentally ill with the insane. Mentally ill people are often somewhat functional and are generally harmless. The insane and criminally insane are a different matter.

Until Reagan shut it down my city had a "halfway house" for the mentally ill.
In1972, Governor Reagan signed the Lanterman-Short-Petris Act (passed by the Democrat Legislature) to comply with court decisions that placed restrictions on involuntary placement in mental institutions. Please get your facts straight.
