In my opinion this is akin to the changes in laws of "Right to bear Arms".
Not all that long ago any citizen could have the same weapons in their home as the military. Completely legal.
But - things changed. Modern weaponry presented nations with a problem that never occurred in human civilization - cheap weaponry that can inflict massive casualties.
So - the right to bear arms was changed to reflect this new condition.

Online hate speech and radicalized design of social media is a new condition. It has never occurred before. Just like the new mass casualty weapons - mass exposure of hate speech - changes the conditions. And the laws need to reflect that change.

I don't have an answer as to how this changes, perhaps - what is happening now is it. Post up radical hate speech - you are ruined.
