It was under Nixon/Ford, and also Reagan. The bubble burst under George H.W., then spiked again under Clinton's terms, which had GOP majorities in the House and Senate in his 2nd term. The Gulf War spiked the economy up until that bubble burst late in Clinton's 2nd term. See Long Term Capital Management and the bailouts for that.
