Not just any crime, or crime in general, but "violent" crime. They are using that word "violent."

In other words the underbosses were told to get the guns off the streets and use more peaceful and gentle means of marking off their hit lists, heroin overdoses, an arranged vehicle crash here and there, a carefully concealed arson made to look like accident, etc., etc.
