In the Navy, we only wore white in areas where the temperature justified it. In Florida, that was about 9 months out of the year.
That is a sidebar towards some of the reasoning behind the rule for the elites. Summer was generally the time of the year that the Elites would spend at the beach (like the Hamptons or wherever) or in the mountains.
White is cooler in direct sunlight, and fashion was important to the elites. Instead of coordinating outfits for a summer evening event, they often accessed an attractive 'uniformity' to the events with white as a 'centerpiece color' in decorations and outfits. It was just understood and acceptable.
