Maybe she lived right there, maybe she got separated from her family, maybe she ran out without permission after the family dog--- what difference does it make? I cannot think of any reason the girl was alone that is worse than what this guy did to her.

Why shouldn't any 10 year old child be allowed to walk by theirself without the risk of being sexually-assaulted or worse?
