Trump continues to threaten everyone with tariffs yet he keeps backing down. Despite all the bluster and bravado (that's earned him the reputation of an utter fool) these tariffs are delayed or blocked.

The White House has repeatedly raised the threat of tariffs since Trump returned to office last month, pledging to rebalance the global economic order in America’s favor.

A string of announced tariffs have yet to be introduced, however, as economists and business urge the Trump administration to reconsider.

Duties on imports from Canada and Mexico have been repeatedly delayed; modified levies on steel and aluminum, announced last week, will not be enforced until next month; and a wave of so-called “reciprocal” tariffs, also trailed last week, will not kick in before April.

If he keeps head faking he is going to hurt Americas ability to leverage in negotiations worse than anything else.

He'd be better to go with them, see how they work over the year and demand companies move back than continually head faking. The uncertainty in the marketplace is worse than tariffs that they are comfortable with.

I think Trump often doesn't actually know what to do, he tries very hard to look decisive and authoritative but under the hood he's confused and insecure, this is likely why he needs constant reassurance by reminding his sycophants how clever or inventive or insightful he is, stuff like "I'm the best XXX" or "I was the first to XXX" or "Nobody can XXX better than me" and so on, he's a mess, an accident waiting to happen as we all saw during the start of the pandemic.

The really sad thing is that so many people trust him, hold out great hope for some kind of resurgence, some kind of brave new America when in reality he's just fucking the place up and will continue to do so until he's stopped, he's not going to make America great, anyone who's honest with themselves can see that.
