They aren't mutually exclusive. To prevail in a courtroom you have to have unimpeachable evidence, beyond a reasonable doubt. Mueller didn't have that, and likely knew that within a month. So he dorked around with process crimes and other issues that had nothing to do with Russian Collusion until a capable adult was finally confirmed as AG and the Dirty Bob wrapped up and admitted what we all have known for 2.5 years, that this was nothing more than a an exercise in futility.So which is it?

1.Right off the top, Mueller has a history with Trump that should have required his to recuse himself, and refuse the special counsel position

After media leaks fingered Hatfill, he sued the FBI and the Justice Department on privacy grounds. In June 2008, the government agreed to pay Hatfill about $5.8 million.
