I would like to vote more than once, but they will only send out ONE BALLOT to any registered voter, and only to that voters official address.

Unless you mug a letter carrier, you can't get hold of anyone elses ballot, and even then you would have to forge their signature in order to use it.

The military has been using mail in voting for decades. Several states have early voting mail in. No big issues with fraud there. If
it's good enough for the military, it can be scaled for the whole country.
