This does happen in certain areas of the nation. It is part of life for many involved. Dog racing was not on the up and up either and has closed down many racetracks. There are unscrupulous dog breeders also.

Unscrupulous dog breeders need to have the dogs confiscated, be fined and some jail time. As to dog racing, I fail to see a problem with it, if it's on the up and up. We race horses, and that's still popular. Those horses when not racing are pampered and are just fine.
As to dog fighting, that had to end, just like cockfighting. A major fine and some time behind bars and then be allowed to start his life over again.
