The "Blue Planet Project" book

Depicted in one of the less impressive alien tv series, supposedly this book was compiled by scientists who've worked with aliens and the US government. Looking for it, was surprised not only is it available in it's entirety online (which seems unlikely if genuine,) but skimming it, for being from supposed scientists my amateur scientist impression is some high school kid wrote it.
