So someone gets the list, passes it to CIS, says "you can start here". That's probably how much vetting it got. The boss wants results, so they act fast. Next thing you know there's 150 people waiting for a plane in Texas.

The FBI does take care of its own ... sometimes ... and those computers have an awful lot of information, this guy might have a big file somewhere.

If the FBI is going to "order" him released, there must be a reason. It could be as simple as, they're overworked and no one is available to take your call. But why didn't they say "issue a citation so we can track him"? Or maybe, in Wray and Biden's case, they just don't care.
