Yup this is the candidate for President. Raise capital gains tax to 40%.

He understands the implication but he doesn't care.
He is saying things (and others like him) to get votes regardless of the long term affect.
That is either he doesn't understand the affect of taking money out of the market and giving it to
the government where it is NOT capitalized. Or he does but doesn't care what would happen from doing so!
