nor does it address the fact that in the least, they fail miserably at avoiding the appearance of impropriety.

That's not all on the back of the observer, and the people in charge of the institutions are charged with the task of controlling such issues.

Your desire to dismiss the concerns of the People, does nothing to address those concerns.
Instead, you go further towards institutionalizing the expectation that they are above criticism and critique,
and it is precisely how the abuses are allowed to exist and compound over time.
