He didn't lie. You are assuming that Ukraine knew the funding was delayed because they asked about it. The answer they got was a "non-answer" as you posted. Ukraine was told to contact the State Department. Did they? Apparently not! Zelensky knew nothing as he has stated many times. Why would he lie to allow Trump to cover up some alleged slight?

And I'm putting in to context what Zelensky said given his overriding concern was to stay out of US politics and most importantly not to jeopardize future aid by admitting (and therefore refuting Trump's lie) Ukraine was aware Trump had put a hold on the military aid.
