The White House’s trenchant declaration to House impeachment investigators last week was unequivocal: No more witnesses or documents for a “totally compromised kangaroo court.”

But just a week later, it has become clear that President Trump’s attempts to stonewall the Democrat-led inquiry that has imperiled his presidency and ensnared much of his inner circle are crumbling.

One by one, a parade of Trump administration career diplomats and senior officials has offered a cascade of revelations. Those accounts have corroborated and expanded upon key aspects of the whistle-blower complaint that spawned the impeachment inquiry into whether the president abused his power to enlist Ukraine to help him in the 2020 presidential election.

The latest disclosures came on Wednesday, when a former top aide to Secretary of State Mike Pompeo offered an inside account of what he said was a demoralized State Department, where career diplomats were sidelined and others apparently were pressed to use their posts “to advance domestic political objectives.” In six hours of voluntary testimony, the former aide, Michael McKinley, told impeachment investigators that he quit his post as Mr. Pompeo’s senior adviser amid mounting frustrations over the Trump administration’s treatment of diplomats and its failure to support them in the face of the impeachment inquiry, according to a copy of his opening remarks.

Michael McKinley, the former top adviser to Secretary of State Mike Pompeo, told Congressional impeachment investigators that his sudden resignation was, in part, due to Pompeo’s silence about the recall of Ambassador to Ukraine Marie Yovanovitch, according to two people in the room for McKinley’s testimony.

After a phone call between President Donald Trump and Ukrainian President Volodymyr Zelenskiy in which the president disparaged Yovanovitch, McKinley asked Pompeo to write a "statement of support" for the former ambassador, but Pompeo remained silent, McKinley told Congressional investigators, according to a person in the room.

Trump called her "bad news" and sad that her "attitude towards me was far from the best” in a July 25 phone call with Zelenskiy, according to an abridged transcript released by the White House.

According to the person in the room, McKinley painted a picture of a State Department that was rebuilding after the tenure of the previous secretary of state, Rex Tillerson. But McKinley said that it disturbed him that officials working on Ukraine were being sidelined because of political pressures, according to a source in the room and a person familiar with his testimony.

He also cited a State Department inspector general report in August that found political appointees mistreated and intimidated civil servants in the Bureau of International Organization Affairs, according to a person familiar with his testimony.

Rep. Mark Meadows, R-N.C., said that McKinley in his testimony expressed strong support of his colleague Yovanovitch. "And that’s understandable," Meadows said.

At the time of his resignation, McKinley was a veteran State Department official, whose 37-year career included posts in Brazil, Afghanistan, Colombia and Peru.

Following the successful overthrow of Yanukovych, Joe Biden had a direct hand in the formation of the National Anti-Corruption Bureau (NABU), as he personally “pushed for the creation of an independent anti-corruption bureau to combat graft,” according to an Oct. 30, 2016, article by Foreign Policy.

NABU was formally established in October 2014 in response to pressure from not only the U.S. State Department and Biden, but also by the International Monetary Fund and the European Commission.

NABU officials began establishing a relationship with the FBI. In early 2016, NABU Director Sytnyk announced that his bureau was very close to signing a memorandum of cooperation with the FBI and by February 2016, the FBI had a permanent representative onsite at the NABU offices.

On June 5, 2016, Sytnyk met with U.S. Ambassador Pyatt to discuss a more formalized relationship with the FBI and, on June 30, 2016, NABU and the FBI entered into a memorandum of understanding that allowed for an FBI office onsite at NABU offices to focus on international money laundering cases. The relationship was renewed for an additional two years in June 2017.

NABU has repeatedly refused to make the memorandum of understanding with the FBI public and went to court in 2018 to prevent its release. After receiving an unfavorable opinion from the Kyiv District Administrative Court, NABU appealed the ruling, which was overturned in its favor by the Sixth Administrative Court of Appeal.


Sytnyk, along with parliamentarian Leshchenko, became the subject of an investigation in Ukraine and in December 2018, a Kyiv court ruled that both men “acted illegally when they revealed that Manafort’s surname and signature were found in the so-called black ledger of ousted President Viktor Yanukovych’s Party of Regions,” the Kyiv Post reported on Dec. 12, 2018.

The court noted the material was part of a pre-trial investigation and its release “led to interference in the electoral processes of the United States in 2016 and harmed the interests of Ukraine as a state.”

In December 2017, Ukrainian Prosecutor General Lutsenko accused Sytnyk of allowing the FBI to conduct illegal operations in Ukraine, claiming that the “U.S. law enforcers were allegedly invited without the permission required and in breach of the necessary procedures.” Lutsenko continued by asking, “Who actually let the foreign special service act in Ukraine?”

Taras Chornovil, a Ukrainian political analyst, also questioned the FBI’s activities, writing that “some kind of undercover operations are being conducted in Ukraine with direct participation (or even under control) of the FBI. This means the FBI operatives could have access to classified data or confidential information.”

Lutsenko called for an audit of NABU, claiming to “possess information of interest to the auditors” and was pushing for Sytnyk’s resignation, along with that of Nazar Kholodnitskiy, the Specialized Anti-Corruption Prosecutor’s Office (SAP). According to reporting by Euromaidan Press, Lutsenko’s efforts failed “thanks to the reaction from Ukraine’s American partners.”

Michael Carpenter, an adviser to Joe Biden, personally issued a public warning to Lutsenko and others pushing for Sytnyk’s removal, stating, “If the Rada votes to dismiss the head of the Anticorruption Committee and the head of the NABU, I will recommend cutting all U.S. government assistance to #Ukraine, including security assistance.”

It also refers to the words of US Secretary of State Tillerson who said that it serves no purpose for Ukraine to fight for its body in Donbas if it loses its soul to corruption.

In her interview to liga.net, Marie Yovanovitch, the US Ambassador to Ukraine, expressed her support and trust in NABU and SAP.

The EU also followed with a strict reaction, stressing that the fight against corruption is a key element in the development of EU-Ukraine relations, upon which the success of other reforms rests:

“The public disclosure of a corruption investigation by the GPU significantly weakens the capacity of NABU to effectively conduct investigations and undermines public trust in an effective fight against corruption. As already expressed, Ukrainian authorities have to reinforce their efforts to ensure the independence, operational capacity and full effectiveness of the anti-corruption institutions. The work of these institutions must not be undermined but reinforced.”

The United Kingdom also expressed its concerns regarding the recent conflict over NABU, saying that interference in NABU investigations and the exposure of NABU’s undercover officers are a worrying sign that the future of independent anti-corruption investigations is under threat.

As well, the World Bank and the International Monetary Fund, which are among the largest financial contributors to a $40 bn bailout package given to Ukraine after the 2014 Euromaidan revolution, expressed their concern:

“We are deeply concerned by recent events in Ukraine that could roll back progress that has been made in setting up independent institutions to tackle high-level corruption… Fighting corruption is a key demand of the Ukrainian society, is crucial to achieving stronger and equitable growth, and is part of the government’s commitment under the program with the IMF,” IMF Managing Director Christine Lagarde said in a statement.
