I'm beginning to think that what we need to do, is wall-off minority high crime areas, toss in assorted weapons (guns, swords, bats, knives, et cetera) let them know that no police will interfere with their carnage, but that should anyone try crawling over the wall, they will be shoved back in. Once they've all murdered each other, tear down the walls and gentrify the places. I'm thinking like....Kurt Russell's movie, Escape from New York.

I have to agree with the OP.

Thankfully no police was there, otherwise he would have been charged for whatever he does or doesn't do, in other words damn if you do, damn if you don't.
