For what cost was this achieved? The main point is that these lower rates shouldn't impact the infrastructure maintenance.What I can say is deregulation in Indiana Natural Gas energy resulted in lower rates than the national average.
If you live in Indiana, you want Natural Gas. It isn't even close.
Here it is very common for folks to have Gas heat, water heaters and even clothes dryers. with the only use of electricity is lights and appliances.
Deregulation worked in Indiana for sure.
My state has the second lowest electric rates in the nation.

You're right. The lower bills shouldn't impact maintenance on the equipment.
Natural gas is cheap in my state too. We aren't talking about natural gas. We're talking about the higher electric bills that the people in Texas are facing because of deregulation and privatization.
