1. You can't use lethal force into a crowd of innocent by-standers. Your primary, safest, first line of response is removed. That's the kind of situation where you are FORCED to go hand-to-hand. Not what you want to do -- what you are forced to do.

2. The threat in this case is not attacking the LEO, thus does not pose a threat to the LEO. The threat is attacking bystanders and has his attention diverted elsewhere. This creates an opportunity for addressing the threat from the rear, which is much better from an officer safety perspective, especially when multiple officers can respond.

In other words, the response is different because the situation is different.
