The National Guard is a state-based military force that becomes part of the reserve components of the United States Army and the United States Air Force when activated for federal missions. A reserve component is not the same as federal military. West was inducted into the State Guard at a baseball game. I'm not aware of any real military personnel inducted as a publicity stunt at a ball game.
I was wrong using the term "national" for the State Guard, but you are wrong trying to imply the State Guard isn't an actual functioning part of the States' military setup, which INCLUDES the Army National Guard and Air National Guard.
