That is not the Loser's call (nor the winner's.)

The sovereign states each certify their respective election results - both those under Republican and Democratic administrations - after official recounts and audits that are deemed appropriate, and after any legal recourses to challenges have been adjudicated . Those results are all conveyed to the United States Congress that, with the Vice President presiding, declares the outcome.

The admirable peaceful transfer of power had won the respect of nations around the world from 1797 until 2020.
