Simply not enough information in the articles available, online at this time. For all we know, he was being followed somewhere out of town, in the county and simply trying to shake a tail or get back into town where a stop could be public and safe in front of his office and the public.
This will be one, we see oun YouTube, unless dashcam turned off and not recording audio/video of the pursuit.

That typically happens when a 4 wheeler slams head on into an 18 wheeler. Doesn't mean the guy wasn't speeding. The fact that he couldn't even maintain his lane pushes more towards speeding than not.

On that tripe copied by all the new service today, we don't know if it was a pursuit, a harassing stalking, official, unofficial, a marked Sheriff vehicle with lights and siren, an unmarked vehicle possibly no light or seren high speed, low speed, pit maneuver or suicide by semi. We don't know jacksh!t. We know we are glad the semi driver only had minor injuries, but that is about it.

Various articles use the word pursuit and follow, so nothing concrete on the manner of following. All articles are clear about looking after the mayor's safety, so some action/conversation from the mayor must have raised alarm bells for his safety.
