Because he didn't do anything illegal.
Under the espionage act either clear criminal intent or gross Negligence is required.

The fact that Goldberg informed the people who took part in the chat that he had been accidently added, and that he waited two weeks after the operation was over before publishing what happened, it didn't violates the espionage act.

The same can't be said about the officials who took part in the chat. The person who added him to the chat, without verifying his identity is committed gross negligence, which could be prosecuted under the espionage act.
And the fact that none of the official reported the accidental leak also violates the espionage act because reportage is legally required.

I served 20 years in the military. Yes, that information is obviously classified. Dates and times of military operations are always classified...especially when the miliitary operations have not even occurred yet.
