This was all on venezuela, specifically chavez. The crude is extra heavy and the geology is very complex and drilling is a nightmare. Anyway, back to chavez, he failed to recognize the capital expenditures it took to extract the crude and then demanded 60 percent from the major players. It wasn't because of sanctions.
