Depends what part. I spent a whole month in Mexico two years ago and had no problem with anyone. The part near our border is the most dangerous. The southern part is safer than most American cities.

These victims were only about 3 blocks in from the border bridge which is still considered the tourist district when encountering paramilitary cartel checkpoint.
