These organizations all have structured, hierarchical management, all he has to do is say to the head of the organization "Please take steps to reduce your headcount by 20%". That would then be propagated down the hierarchy and the lower level managers (who already know their team's performance) will pick 20% to fire.

My wife has done this many time over the years in her work at Citibank and Barclays, managers do this, they are trained to do it and do it legally.
