In every way that counts to the military, their families and to our country, Vietnam, Korea, Iraq, Afghanistan, Gulf War, Grenada, Panama - all of those are/were wars.

But, when was the last declared war?

The meaning of "war" has been muddied quite a bit in the last 65 years.
"War" certainly exists whenever one state perpetrates an act of war against another.
Anything else is some shade of grey.
