This regime seems to think that a war is when you have 'boots on the ground' and not just when you have air strikes, at least that is all the sense I can make of it.

What do you think constitutes 'being at war'?
 
In every way that counts to the military, their families and to our country, Vietnam, Korea, Iraq, Afghanistan, Gulf War, Grenada, Panama - all of those are/were wars.

But, when was the last declared war?

From the tone of the OP, this is just going to be another Obama bashing thread so I'm not going to spend any more time on it.
