Hegseth had an insecure line in his office so he could install Signal on his work computer. He's not allowed to take a cell phone into the Pentagon, because it's a secure facility. He wanted to use Signal, which isn't a secure app, so he had them install an insecure line so he could do that.

This is the man who fired the woman with 40 years experience, who was the Head of the Navy. She's a 4 star admiral who has captained a destroyer, two aircraft carrier strike groups, and lead the 6th Fleet.
