That confirms that cops be lying and need to make arrest quotas

A cop gives you either a ticket ... which can be argued in court ... or a summons to court where you can make your argument.

Court is where police show their proof and you make your argument.


The side of the rode is NOT a courthouse and the policeman is NOT a judge.

Take your ticket (sign it if required) and have your day in court.

That's not precisely true ... if you are illegal then you can be deported without a criminal trial because you aren't be charged with a crime (there still needs to be judicial review but it is not a trial).

If you are deported, then police will either drop the criminal charge, or adjourn it sine die so, in case you decide to come back again, that charge is still over your head.

There is no such thing as a quota for arrests. It makes no sense for their to be one. Arrests are expensive, in terms of police manpower and resources, the amount of paperwork time required and the subsequent criminal briefs. Since most police departments are operating on tight budgets, more arrests means more money spent.

Same goes for police issued tickets. They almost always cost more to process than the fines. Especially if they are fought in court.

If a city or county wants to make money ... red light and speed cameras are the way to go. They can generate ten times more tickets in a day than the average cop does in a month. They cost much less to process and are less frequently argued in court as the accused has the onus to PROVE the camera was malfunctioning at the time to contest it and that requires very expensive expert testimony and forensic evidence.

If pulling people over equates harassment then it's not for quotas, only for fun.
