I'm not sure I'd agree with you that the thing was "dumped" there, but I won't argue that a factory like that has a lot of environmental challenges to meet. Less than a refinery or a smelting plant or, as we've seen lately here in Florida, a simple phosphate fertilizer plant. But it will still be handling hazmat. And I'd rather see work done in a brand new, built-to-code factory than a crumbling, forty year old oil refinery.
