Should there be a voting test before elections to ensure people are voting on policies and not just blindly voting?

That and the 17th Amendment needs to be repealed.

The only printed opposition to the oligarchic Constitution was from the oligarchs who practiced its tyranny in their own states. They were appeased by the Federal entitled elitists by being given the privilege of choosing their own federal senators to represent those separate oligarchies.

Both the Federalist Papers and the Anti-Federalist Papers were a discussion among elitists about how best to deprive the common people of their natural rights.

You're assuming that elitist civics is the only criterion. The American people, if given the veto over legislative and SCROTUS decrees, would have never allowed the Sick Sixties' Civil Rights for the Uncivilized Act and the Come One, Come All Immigration Act.
