If you have every state setting its own standards, then there is no uniform standard. You run the risk of one standard being too stringent while another is too lenient. There would be no set of states that achieve the correct balance.
 
Efficiency is, by definition, maximal output through minimal input. Some say we have too many federal employees, while others say we have too few.

I contend that we have too few. Due to understaffing, the quality of government services suffers. The expectation of an employee to do the work of two people is unrealistic. Worker fatigue sets in and compromises performance. Therefore, it is through a lack of input of a sufficient workforce to address public demand that government fails address public demand properly.

Govt will never be as efficient as the private sector. What has happened with 12 of the last 16 years and two months, is that we have allowed it to get massive inefficient

A uniform, well maintained, well regulated federal government.
Well your last point would fix the first two.

But who regulates the govt? Historically and by design it was the people.
