Should a World Wide bounty system be set up?

Should there be an official world wide bounty system? Where countries sign up and pay x amount in in each year?

Then when someone is delivered to the Hague, dead or alive, the bounty fund pays out to the deliverer.

Three votes each. One for Yes, Possibly, or No and would you put Putin and Kim Jong Un as candidates?

Would the idea cause wars, would be heroes getting killed etc.. or would it get rid of unsuitable leaders?

I'm pretty sure each country has their version. We would end up funding 75% of it and then bitch when they want to come for our own crooks.
