Completely wrong. If a student is on an IEP, schools want to keep them there to keep the budget for next year.

Yes but it's like the budget. The assumption is that the student still has the disability and will still need the services. Dismissals from special ed are rare.

The real solution is to reduce the future number of special needs kids through changes in lifestyle and thinking. Such changes could be encouraged by teachers.
