Maybe even a fabricated story by officials in New York to usher in the bill pending in Albany that would change the minimum age for being charged as a juvenile delinquent from 7 to 12.

The "perpetrator" is being charged with 3rd degree rape.

3rd degree rape in New York is defined as:

New York Penal Code § 130.25 states that third degree rape exists if a person committed any of the following: Had sexual intercourse with a person who is not able to give consent, Had sexual intercourse with a person who is younger than 17 years of age when the person is 21 years of age or older, or.

Neither of which this 7 year old could be guilty of.
