If they truly believe this then they have a golden opportunity in their Response to the SOTU to tell Americans directly that his administration is lawless and disregards the laws as if they are above it by not meeting the requirements for the SOTU.

They could then take the high road and suggest that they didn't press this issue on this occassion as they trust in Americans to decide the consequences of this approach at the ballot boxes.

This would be the most effective means and allowing it to be a talking point for all in their party when they campaign.
