All of this wastefull spending has already been spent so, you'd expect that all of these findings will lead to less expenses for the next fiscal year BUT, so far, I have yet to see any of this materialize in any kind of a budget reflecting the savings. I am looking forward to seeing this. So far, all they have really talked about is all of the wasteful spending that has already been spent.

You are 100% right! Most of it's been spent ....but..
The Centers for Disease Control and Prevention is pulling back $11.4 billion in funds allocated in response to the pandemic to state and community health departments, nongovernment organizations and international recipients, the Department of Health and Human Services confirmed Tuesday.

Now this is just an example of how many billions that were allocated by congress... yet never spent... but still caused a negative budget reflects than in increased national debt.
