In 2007!!!!!
Massachusetts v. Environmental Protection Agency
“The Administrator shall by regulation prescribe (and from time to time revise) in accordance with the provisions of this section, standards applicable to the emission of any air pollutant from any class or classes of new motor vehicles or new motor vehicle engines, which in his judgment cause, or contribute to, air pollution which may reasonably be anticipated to endanger public health or welfare.

If that is true how does one quantify danger to human health & pollution? You see, Both President Obama and the EPA were MIA for 6 months while millions of barrels of BP OIL poured freely into the Gulf - the damages upon the environment are yet to be learned because our government used COREXIT 91 to cover it up which acted as a magnet to drop all the oil to the bottom of the gulf floor. President Obama was too busy to meet with BP president to even discuss fixing the oil spill ( as it continued to flow ) and the EPA didn't publicly complain about it once. It was all ignored as a non news story.
Now the Europeans banned COREXIT long ago because they knew it poisoned the environment - was devastating in fact upon the environment and yet our govt and EPA approved this as the right answer. They dumped the COREXIT and the oil settled to bottom of sea. Out of sight out of mind. That is how Obama and the EPA agreed to fix that one. NEXT:
Fast forward to Fuchishima. THIS TIME: The entire Northern Hemisphere of the world has been endangered by Plutonium being released into the atmosphere which has a half life of 1 million years ( that is along time to be in the earths atmosphere folks ) and was a greater disaster than Chernobyl. FAR GREATER. To this day it still has not been fixed and there has been no world outcry from the UN or Obama administration. {Finding Snowden is more important!!! } In response to Fuchishima disaster...........
Once again the Obama administration and the EPA go into action by shutting down radiation detectors in California - other states as well. When questioned where were the measurements the workers replied they were turned off - we don't have them. It appears to me the EPA has worked HARDER at NOT DOING THEIR JOB then DOING THEIR JOB and this all depends upon whatever justifies the end result. So there it is. - Jeri
