Sure I did. Gruber makes it clear that the law states that if the states don't provide it, the federal backstop will. He was pointing out that the federal backstop was slow to be rolled out. And without it, citizens without an exchange in their state wouldn't get the subsidy.

Well, the Federal backstop is rolled out. And as Gruber stated 'if the states don't provide it the federal backstop will'.
