Back-in-the-day... say... as recently as the 1960s or 1970s... references to a home for "retarded children" would have been perfectly acceptable.
Chalk it up to an old man with a lot on his mind who screwed-up and forgot about PC for a moment and used verbiage that he grew up with.
It's a faux pas in today's contact but it's not the end of the world.
