Santorum - Women are victims in abortion

In this interview Santorum says abortion should be illegal after conception which is fine that is his belief. He goes on to say that women shouldn't be punished for it but the people performing them should because the women are their victims. I don't get the reasoning. Hypothetically speaking, If abortion were illegal and a woman gets pregnant then seeks out someone to give her an abortion, she is just as guilty as a husband who hires a hit man to kill his wife.

I am all for people having different views but when you come across inconsistent logic it makes you wonder how genuine the beliefs are and if the person has really thought about what he is espousing as his beliefs or if he is just spouting rhetoric.
