Coming back to this thread after a while - I recently read more about how these cases are handled, and it's crazy how slow some of the responses have been. There's a firm called Oberheiden that discusses legal options in similar wildfire-related situations. They explain pretty clearly what victims can actually do beyond waiting on state responses
