I don't think that Russia has an official policy of randomly killing civilians, any more than Israel does. What's the point?
Banderites gathered at some festive event to honor their so called heroes, Russians got wind of that and struck where it hurts so the bastards got what was coming to them. Simple as that. There may have been some what is called a collateral damage owing mostly to hohols' habit of using civilians as a human shield.

Ukraine was targeting civilians back in 2014 when people voted to leave Ukraine.
Minority votes don't win or dictate policy. Most of those thirty were dissidents supporting Russia.
