Could it be that Russia is afraid of its violation of human rights in Syria and at home getting publicity?
 
If OP is right, then it means Russia is tired of "human rights" organizations, sponsored and controlled by Soros. In fact, everybody should be tired of Soros by now.

pro-globalist talking points out of Soros' organizations, including and Human Rights Watch, as well as US State Department talking points promoted by the National Endowment for Democracy and the network of organizations it funds, including Freedom House, Reporters Without Borders, International Federation for Human Rights (FIDH), and Prachatai itself (listed by NED as the Foundation for Community Educational Media).

Not surprised. Russia has never been too fond of human rights in the first place.
 
Russia has waged wars with human rights organizations in the past.

Usually they commit some war crimes, the NGOs call them out for it, and Russian officials accuse them of being a propaganda arm of whoever they are fucking with at the time.
