Here's the underlying problem. ICE relies on the states and local governments to hold people while they go through the complex process of deporting them. Deportation proceedings usually end up taking years, and what ICE and Trump want is for California to spend millions locking up people that aren't really dangerous until they work all that out.

Meanwhile, these local jurisdictions have to still work with these communities where being seen as agents of ICE is a bad thing.
